Why does a public entity need public relations and communication services, and do these services fall under professional services?

Resolution No 4: Resolution awarding a Professional services contract to Direct Development to provide Public Relations and Communications Services in an amount not to exceed $2,500 per month.
On March 21, 2023, the council awarded a contract not to exceed $120,000 to Winning Strategies Washington – Hoboken Strategy Group, Inc. – I am yet to get answers as to why this firm was selected and why the services they offer qualified as “Professional Services” from the township.
The critical question – why is a small town like ours awarding professional service no-bid contracts for public relations and lobbying?
What’s the return on investment for a small community like ours?
What are we, the residents getting for $2500 a month or $30,000 a year?
Will the elected representatives update us monthly on how many grants this particular company has helped us get for the money taxpayers spent?
This is I believe one of the many professional services no-bid contracts awarded in the last four months.
